Tous les sujets taxables du Royaume devront déclarer un blason ; il sera imposé à ceux qui n'en ont pas. Tous ceux ayant revenus suffisants y passent: nobles, roturiers, fonctionnaires, militaires, religieux, artisans, corporations professionnelles, communautés villageoises ou religieuses...

Les membres du Clergé de Nostang payeront entre 20 livres de taxe puis s'acquitteront de coûts d'enregistrement et de gestion - pour utiliser une formule actuelle, s'élevant à 3 livres et 10 sols.
