Sous traitant l'opération à une compagnie financière privée, il impose aux sujets du Royaume pouvant être taxés, de déclarer leur blason et en impose à ceux qui n'en ont pas. Tout le monde y passe: religieux, sujets et particuliers, corporations, monastères et nobles dotés de revenus suffisants.

Les membres de la Noblesse de Boulogne-sur-Mer payeront 20 livres de taxe et s'acquitteront de frais d'enregistrement s'élevant à 3 livres et 10 sols.
